Job Summary
Finance Officer to manage financial, accounting, and budgetary operations for the CBM Global project in Madagascar. Responsible for donor-compliant financial management, daily accounting and reconciliations, budgeting and forecasting, financial reporting, audits support, and implementation of internal controls. Provides financial guidance to staff, oversees procurement and asset management, supports program budgeting and monitoring, and collaborates with the consortium finance team to ensure timely donor reporting and adherence to national regulations. The role requires strong analytical skills, autonomy, collaboration with multidisciplinary teams, and a focus on accuracy and timely deliverables.
Required Qualifications
- Bachelor’s degree or equivalent (Bac+2 to Bac+3) in management, finance, accounting, administration, or a related field
- 3 to 5 years of demonstrated experience in both general and cost accounting
- Demonstrated budget analysis and reporting skills
- Strong expertise in donor compliance and financial regulations (EU, AFD, etc.)
- Experience in coordinating and managing multiple parallel grants involving local CSO
- Proficiency in accounting software (e.g., SAGE, Ciel compta, etc.)
- Proficiency in Microsoft Office tools, with Excel skills essential
- Excellent knowledge of in-country finance regulations
- Lived experience of disability is an advantage
- Strong sense of accuracy, organization, and confidentiality
- Ability to prioritize work and meet deadlines
- Good oral and written communication skills
- Experience working in cross-cultural teams and diverse environments

Desired Qualifications
