Finance & Compliance Manager - Faith and Community Initiative (FCI)

Job Summary

Prepare country-level budgets, forecasts, and financial reports while reviewing expenditures, reconciliations, and journal entries to ensure accurate charging to budget lines. Manage cash flow, partner advances, and liquidation follow-up in coordination with the Country Project Manager and Global Finance team. Apply U.S. Government regulations, 2 CFR 200, and World Vision policies to review costs for allowability, allocability, and reasonableness before payment. Coordinate sub-grant management, including due diligence, risk assessments, and partner capacity strengthening for CHAs and FBOs. Support internal, external, and donor audits by organizing records and escalating compliance risks. Travel 25–40% of the time to partner offices and field sites for financial monitoring and coaching.

Required Qualifications

  • Bachelor's degree in accounting, finance, business administration, or a related field
  • Minimum 6–8 years of progressive experience in financial management, grants compliance, and subaward oversight for donor-funded programs
  • Demonstrated practical knowledge of 2 CFR 200 award terms and conditions, cost allowability, procurement documentation, internal controls, subrecipient monitoring, audit readiness, and closeout
  • Proficiency with accounting software and ERP systems
  • Advanced Excel skills
  • Experience supporting grant and subrecipient closeout processes
  • Experience coaching local partners and strengthening financial management and compliance capacity
  • Excellent verbal and written communication skills in English
  • Proficiency in the national/local language(s)
  • Experience with faith-based organizations and fragile or conflict-affected contexts
  • Experience working with World Vision or similar international NGO financial policies, National Office finance processes, and donor-funded program operations
  • Ability to speak, understand and write fluently in English
  • All successful candidates will be required to undergo a police (criminal background) check
  • Appropriate Counter-Terrorism Sanctions screening
  • Consent to recruitment procedures regarding Inter-Agency Misconduct Disclosure Scheme

Desired Qualifications

  • Master's degree or professional certification such as CPA, ACCA, CIA, CFE, or equivalent
  • Experience with World Vision or similar international NGO financial policies, National Office finance processes, and donor-funded program operations
  • Strong audit outcomes
  • Experience using financial systems for budgeting, general ledger review, account coding, expenditure tracking, reconciliations, advances, reporting, cash management, and document retention
  • Familiarity with donor financial reporting tools, grant trackers, partner monitoring templates, and shared document-management platforms
  • Experience with faith-based organizations and fragile or conflict-affected contexts
