Job Summary
The Federal HR Subject Matter Expert (SME) ensures HR processes comply with federal regulations and best practices. Key responsibilities include providing expertise on federal HR policies and requirements, aligning Workday PaaS configurations with federal mandates, and facilitating communication between HR stakeholders and the implementation team. Applicants should have significant experience in federal HR, including expertise in cloud HR systems and Workday PaaS implementations. A Master's degree and relevant HR certifications are preferred.
Required Qualifications
- 8 years federal HR experience (policy, operations, advisory)
- 3 years with cloud HR systems; at least 1 Workday PaaS HCM or comparable large HR system implementation
- Strong knowledge of federal HR regulations (Title 5, OPM guidance, merit principles, SES, federal pay/leave, labor relations)
- Experience defining HR business rules, SOPs, and requirements
- HR certification (e.g., SHRM-CP/PHR or equivalent)
Desired Qualifications
- Advanced HR certifications (e.g., SHRM-SCP, SPHR) or federal HR specialty training (e.g., OPM courses)
- Direct experience with multiple federal personnel systems (e.g., NFC, DFAS, Defense Civilian Pay, shared service centers)
- Demonstrated leadership of cross-bureau HR process standardization or modernization efforts.
