Federal Commissioning (Cx) Operations Manager

Job Summary
Lead growth, execution, and delivery of federal commissioning services across projects and teams. Identify and pursue new federal market opportunities, build and maintain client relationships across federal agencies, and develop pursuit strategies, proposals, and value propositions. Oversee staffing, workload planning, and ensure technical quality and performance standards across projects. Provide senior oversight for commissioning activities including plans, testing, and documentation; resolve complex technical challenges; lead project planning (scope, budgeting, scheduling, execution); conduct site visits, inspections, and functional testing; facilitate client, owner, and stakeholder meetings; monitor financial performance including billing, forecasting, and profitability; stay current on federal regulations, commissioning standards, and industry trends.
Required Qualifications
- Bachelor’s degree in Engineering or a related field
- Registered Professional Engineer (PE) or Licensed Architect
- Minimum 12 years of relevant experience; commissioning experience strongly preferred
- Must hold a current Commissioning Authority (CxA) certification or obtain it within the first 90 days of employment
- Must be willing to apply for and maintain a work visa (with company support) for project work in foreign countries
- Must be willing to apply for and maintain a company credit card with sufficient capacity to cover monthly travel expenses pending reimbursement
- Must be eligible to obtain and maintain a U.S. Government CAC (Common Access Card) as required for access to client facilities, systems, and projects.
