Job Summary
The FAS Programme Assistant will serve in the ICRC Yei Sub-Delegation as the specialist for engagement with military, security, and armed actors. The role develops and implements dissemination programmes on IHL/IHRL, conducts training for armed groups, and delivers briefings and workshops tailored to commanders, fighters, and local leaders. It establishes and maintains relationships with key interlocutors (including SSPDF, SPLA-IO/NAS, local militias, government security services, UNMISS, and regional actors) to facilitate humanitarian access and operational security. Regular field visits, needs assessment, and advisory input to management support informed decision-making, risk mitigation, and adaptive engagement strategies. The position requires extensive experience in conflict-affected settings, strong negotiation/mediation capabilities, and fluency in relevant languages, with a focus on protecting civilians and upholding IHL/IHRL.
Required Qualifications
- University degree in International Relations, Political Science, Law (IHL focus), Security Studies, Conflict Resolution, or related field
- Advanced degree preferred
- Fluency in English, Juba Arabic, and one of Bari languages
- Minimum 6–8 years of professional experience, including at least 4 years in conflict-affected environments
- Previous military experience is considered an asset
- Proven track record of direct engagement with military actors and non-state armed groups
- Deep understanding of International Humanitarian Law, humanitarian principles
- Excellent negotiation, mediation, communication, and diplomatic skills
- Strong analytical, reporting, and report-writing skills in English
- Ability to work effectively in high-stress and volatile environments
