Job Summary

Implement comprehensive service models by formulating policies and activities that ensure the implementation of health and family services goals consistent with Head Start Performance Standards. Direct and supervise Family Service Advocates and Home Visitors by effectively hiring, training, evaluating, and motivating staff while holding them accountable for job duties. Plan and facilitate parent engagement by developing individual family needs plans, initiating mental health referrals, and ensuring transparent eligibility processes. Collaborate with interdisciplinary teams to analyze community needs, design professional development, and monitor data to identify growth opportunities. Resolve conflicts among associates, families, and community members while maintaining productive relationships within and outside the organization.

  • Must be able to review and verify eligibility documentation for prospective children and families per Head Start regulations and local guidelines
  • Must be able to ensure the eligibility process is clear, transparent, and accessible to all families
  • Must be able to maintain up-to-date knowledge of eligibility criteria and any changes in policy or regulations
  • Must be able to develop and implement recruitment strategies with Center Directors and Family Service Advocates
  • Must be able to ensure that all eligible families are informed about the Head Start program and its benefits
  • Must be able to ensure Family Service Advocates conduct community outreach to inform families about program availability and services
  • Must be able to ensure the review and implementation of the ERSEA plan to meet established program recruitment and enrollment goals
  • Must be able to participate as part of the integrated team in the placement of children
  • Must be able to develop parent engagement based on families' Strengths and Needs Assessments
  • Must be able to effectively use the program database to monitor data, create reports, and identify opportunities for growth and development
  • Must be able to collect and analyze parent engagement in the program
  • Must be able to maintain records of parent participation
  • Must be able to participate in the Annual Self Assessment
  • Must be able to complete PIR
  • Must be able to establish and maintain a calendar of parent activity projects and meetings
  • Must be able to comply with federal, state, and local guidelines
  • Must be able to comply with the policies and procedures of Head Start and Y in Central Maryland
  • Must be able to attend and participate in associate meetings
  • Must be able to participate in professional development activities
  • Must be able to remain abreast of health, nutrition, and social services changes
