Job Summary

Facilities Energy Analyst provides technical expertise, engineering analysis, and program management support for the Bureau of Medicine and Surgery Energy and Water Management Program. Responsible for evaluating facility energy performance, analyzing energy and water audits, supporting energy resilience initiatives, validating utility consumption data, and delivering recommendations to improve energy efficiency, sustainability, operational resilience, and lifecycle cost performance across BUMED’s medical readiness facility portfolio. Serves as SME in energy audits, benchmarking, AMI, DDC systems, utility management, and energy resilience planning; reviews technical studies, assesses ECMs, maintains economic analysis tools, and assists with DOE/ERCIP submissions. Requires strong communication for executive summaries, technical reports, and leadership briefings; periodic travel to project sites and collaboration with BUMED Headquarters, NAVFAC, DHA, and other stakeholders. Educational background includes a Bachelor’s degree in Engineering with at least five years of relevant experience; preferred PE license and related certifications.

Required Qualifications

  • Bachelor’s degree in Engineering
  • Minimum of five (5) years of professional experience supporting Energy Audits; Facility Energy Benchmarking; Direct Digital Controls (DDC); Advanced Metering Infrastructure (AMI); Utility Management; Energy Resilience Planning; Energy Management Programs
