Facilities Capital Projects Specialist

Job Summary
Review plan, estimate, and schedule work assignments for site improvements, modifications, and new construction projects. Assist in developing formal project specifications for bids, coordinate with prospective contractors, and solicit formal and informal proposals. Monitor project schedules, coordinate site visits and pre-bid conferences, and prepare reports to ensure compliance with standards, codes, and ordinances. Submit payment applications to assure timely payment of completed work and maintain effective business relations with vendors and trade professionals. Perform periodic field visits, provide progress reports to the Facilities Manager, and complete special projects as required. Requires working at multiple locations, periodic on-call responsibilities, and potential evening or weekend work.
Required Qualifications
- Minimum of five years of experience in managing projects related to facilities, construction, maintenance or equivalent
- Ability to multi-task in a fast-paced environment (handle multiple projects at same time)
- Effective communication and negotiation skills
- Strong planning and problem-solving skills
- General knowledge of construction and HVAC systems
- Read and interpret construction documents, blueprints, plans and specifications
- Applicable local, State and federal laws, codes, ordinances, regulations, policies and procedures
- Construction industry practices and procedures, including cost estimating, project scheduling, and project management
- Methods, materials, and equipment used in the construction industry, in the construction, repair, and remodeling of facilities
- Principles and techniques of project budget development and control
- Contract management principles including bid preparation and evaluation, contract negotiation and contract administration
- Operation of a computer and assigned software
- Requires the ability to work at multiple locations
- Includes periodic on call responsibilities and potential evening or weekend work
- Occasional standing, walking, and lifting of objects up to 50 pounds
