Job Summary
Develop civil and water resources engineering plans, specifications, estimates, and technical memoranda for municipal stormwater, green stormwater infrastructure, and urban drainage projects. Perform hydrologic and hydraulic analyses, prepare construction drawings, and coordinate with clients, agencies, and vendors to support project execution and permitting. Conduct field investigations for drainage facilities and utility conflicts, manage project scope, schedule, and budget, and assist with grant-funded feasibility studies and construction monitoring. This role requires at least seven years of experience in civil or water resources engineering and a Bachelor's degree in a related field. The position offers a base salary range of $106,275 to $152,575 in Oakland or Walnut Creek, California, with hybrid work options and a comprehensive benefits package.
Required Qualifications
- Bachelor's degree in civil engineering, environmental engineering, water resources engineering, natural resources science, or a closely related field
- At least 7 years of experience in civil engineering, water resources engineering, municipal stormwater, green infrastructure, or environmental consulting, or an equivalent combination of education and experience
- Excellent technical writing, verbal communication, and organizational skills, with the ability to prepare clear review comments, technical memoranda, feasibility documentation, and client-facing deliverables
- Ability to thrive in a fast-paced consulting environment, meet strict deadlines, collaborate across disciplines, and travel to client facilities or project sites as needed
- Valid U.S. driver's license and a satisfactory driving record for business travel
Desired Qualifications
- Advanced degree in civil engineering, environmental engineering, water resources engineering, natural resources science, or a closely related field
- Professional registration (i.e., P.E., P.G., CPESC, CPSWQ) or ability to obtain within a reasonable timeframe
- Demonstrated experience designing or managing green stormwater infrastructure, LID measures, drainage improvements, stormwater quality treatment systems, creek restoration, or urban greening projects
- Experience preparing PS&E packages, conceptual through final design deliverables, engineer's estimates, schedules, technical reports, and basis-of-design documentation
- Working knowledge of California stormwater regulations, NPDES permitting, MRP provisions, stormwater control plans, O&M plans, source controls, site design measures, and stormwater treatment requirements
- Experience with hydrologic and hydraulic analysis, storm drain master planning data, flood condition assessments, infiltration testing, drainage design, utility coordination, and ADA curb ramp improvements
- Strong project management skills, including scope development, budget management, schedule tracking, QA/QC coordination, subcontractor/vendor coordination, client communication, and delivery of multiple concurrent assignments
- Experience with modeling and design software tools such as HydroCAD, EPA-SWMM, HEC-HMS, HEC-RAS, and ArcGIS
- Experience with AutoCAD Civil 3D or similar civil design software
- Experience supporting grant-funded water quality, Safe Clean Water Program, resiliency, or sustainability projects
- Current OSHA 40-hour HAZWOPER training and refreshers
