Job Summary
Plan, direct, and monitor all facets of the Housing Choice Voucher Program to ensure full compliance with HUD regulations while driving efficiency and strong voucher utilization. Supervise and develop a team of program professionals, building a culture of subject-matter expertise. Oversee budgeting, funding applications, rent reasonableness compliance, utility allowance schedules, and HUD reporting with precision. Serve as a trusted voice with housing providers, government officials, and community partners to resolve disputes between owners and participants. Partner with Client Services Division to connect participants with Family Self-Sufficiency and Destination Homeownership programs. Speak at public presentations and engage with the Board as a visible advocate for the agency's work.
Required Qualifications
- A bachelor's degree in Business, Public Administration, or a related field
- Seven (7) years of increasingly responsible experience in HCVP administration, property management, and/or affordable housing
- At least three (3) years of supervisory experience
- Deep knowledge of HUD regulations, HCV eligibility and rent calculations, HQS standards, and budget/financial management
- A valid NC or SC driver's license
- Willingness to obtain required HUD certifications (Rent Calculation, EIV, Fair Housing, HCV Regulatory Management, and others) within 18 months of hire
- Preferred candidates will be a commutable distance to INLIVIAN's Charlotte, NC, office, or willing to relocate to the area
