Job Summary

Oversee the development and delivery of special education curriculum and instructional programs for the K-12 system and the Regional School for the Deaf, ensuring continuous renewal responsive to student needs. Direct the STRIDES 18+ program and manage attorney due process hearings, TEA complaints, and parent concerns districtwide. Lead the admission, review, and dismissal process, monitor student progress systematically, and formulate contracts for students receiving services outside the district. Manage the special education budget, inventory, and transportation funds while supervising coordinators, itinerant staff, and clerks. Implement federal and state special education laws, compile required reports, and maintain professional relationships with principals, teachers, parents, and community agencies. Work 226 days at a daily rate ranging from $452.44 to $631.26, with a Master's degree and three years of special education teaching and administrative experience required.

Required Qualifications

  • Master's Degree
  • Texas Mid-Management, Principal's Certificate, or Supervisor Certificate
  • Knowledge of federal and state special education law
  • Understanding of the individual needs of special needs students
  • Ability to communicate with all levels of special needs students and their parents
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Three (3) years of experience as a classroom teacher in special education or in special education related services
  • Three (3) years of experience as an administrator
  • Ability to oversee the development and delivery of special education curriculum and instructional programs
  • Ability to oversee the administration of the Regional School for the Deaf program
  • Ability to oversee the development and implementation of the STRIDES 18+ program
  • Ability to develop and implement an effective special education referral process
  • Ability to monitor the admission, review, and dismissal (ARD) process districtwide
  • Ability to oversee attorney due process hearings, TEA complaints, or parent concerns with the ARD process
  • Ability to obtain and use evaluative findings to gauge special education program effectiveness
  • Ability to direct transition services for special education students entering and exiting public school programs
  • Ability to take an active role in formulating and implementing contracts for special education students receiving services outside of the district
  • Ability to demonstrate support for the district's student management policies and expected student behavior
  • Ability to implement policies established by federal and state law, State Board of Education rule, and local board policy
  • Ability to compile, maintain, and file all reports, records, and other documents required
  • Ability to develop and administer the special education budget
  • Ability to maintain a current inventory of supplies and equipment
  • Ability to oversee the MISD special education transportation budget
  • Ability to prepare, review, and revise job descriptions in special education department
  • Ability to select, train, supervise, and evaluate staff
  • Ability to establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members
  • Ability to serve as district liaison to community agencies
  • Ability to articulate the district's mission and goals in the area of special education
  • Ability to keep the immediate supervisor informed regarding the status on all projects or initiatives
  • Ability to use appropriate and effective techniques to encourage community and parent involvement
  • Ability to demonstrate awareness of district-community needs
  • Ability to follow McAllen ISD customer service standards
  • Ability to work with frequent interruptions
  • Ability to maintain emotional control under stress
  • Occasional light lifting and carrying (under 15 pounds)
  • Frequent districtwide travel
