Job Summary
Lead the implementation and development of SCRESA as a newly formed statewide RESA serving charter schools, including establishing operating structures, policies, and initial staffing. Provide overall supervision for the management, planning, and business functions of the Agency, overseeing personnel, departments, marketing, and purchasing. Serve as custodian of Agency funds, countersign payments with the Board Chair, and prepare monthly financial reports and annual statements for the Board and Utah State Board of Education. Attend all Board meetings, coordinate agendas, and represent SCRESA in presentations to the SCSB, USBE, and State Legislature. Develop statewide programs such as purchasing cooperatives and educator licensing support while building relationships with state legislators and existing regional RESAs. Work with lawmakers to advance charter school policy and create Interlocal Agreements with participating charters.
Required Qualifications
- Administrative license certification, or eligible to receive Utah administrative license certification
- Experience with program start-up
- Experience managing a Resource Center
- An effective communicator with excellent people skills, able to build mutual trust and respect with board members, legislators, charter school leaders, staff, and families through open communication
- A person of strong moral character, integrity, and high ethical conduct
- A good listener who is accessible and willing to communicate openly with staff and stakeholders
- A person competent in budgeting, long-range planning, and management of agency resources
- Experience and understanding of Utah's charter school sector, public education system, and legislative process
- An advocate for charter schools and the Agency in the community and at the state level
- An exceptional ability to problem-solve, make decisions, and effectively delegate authority
- Working knowledge of law and policy governing charter schools and public education at the federal, state, and local level, with the ability to work effectively with elected officials and the SCSB
- An entrepreneurial mindset suited to launching and growing a new agency, including comfort operating without established precedent
- A strong work ethic and willingness to devote the time necessary to build the Agency
