Job Summary
Lead the Bureau of Preservation Design Review Services by managing a portfolio of preservation projects seeking design review services and ensuring deliverables are met prior to construction loan closings. Review and evaluate consultant work for substantial and moderate rehabilitation projects, including the Third-Party Transfer Program, Year 15 Program, and Multifamily Housing Rehabilitation Loan Program, for compliance with HPD Design Guidelines and accessibility standards. Oversee the J-51 Review and Inspections Unit to determine the acceptability of building alterations and repairs in adherence to contract specifications and regulations. Provide guidance to deputy directors and staff, prepare management reports for the Associate Commissioner, and evaluate staff performance. Collaborate with Office of Development teams, external City agencies, and other HPD divisions to troubleshoot project issues, shape preservation policies, and represent the agency at internal and external meetings. Maintain documents and guides related to affordable housing preservation and respond to requests for information regarding projects and programs.
Required Qualifications
- A valid New York State Registration as an Architect
- Six (6) years of full-time paid experience in architectural work
- At least two (2) years of which shall have been as an administrative architect
- Authorization to work in the United States
- Thorough knowledge in all areas of architecture, and construction technology, including City, State, and Federal regulations and procedures, and methods and standards for the preservation and construction of multi-family housing
- Excellent trade base knowledge and familiarity with New York City government and housing issues
- Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others
- Excellent leadership, writing, research, interpersonal, organizational, and communication skills
- Demonstrated ability to meet deadlines, coordinate multiple initiatives at the same time, and deal with complex construction issues
- Preference will be given to candidates with at least 5 years of experience in a managerial, administrative or supervisory position, and strong knowledge of design, trends, architectural building systems, building codes and proficiency with AcrobatPro, Bluebeam and Microsoft Suite (Excel, Word, Outlook, and Powerpoint)
- A Motor Vehicle Driver License valid in the State of New York
