Job Summary
Evaluation Specialist will contribute to and support project-level early learning assessments and project-learning reviews of AIIB operations, covering both sovereign-backed and nonsovereign-backed financings. The role includes preparing approach papers and evaluation reports, contributing to knowledge products, updating evaluation guidance, supporting policy design and review, knowledge management, and coordinating with evaluation consultants and development partners. The position requires strong analytical and communication skills, experience across sectors (energy, transport, urban, water, climate, finance), familiarity with MDB policies and results frameworks, and a Master’s degree or equivalent. The candidate will work under the Head of the Independent Evaluation Function within CEIU, and may participate in joint and cofinanced evaluations while contributing to the CEIU Annual Activity Review.
Required Qualifications
- 5-8 years of progressively responsible professional experience in development, infrastructure, finance, or evaluation, including work in project design, implementation, supervision, and/or evaluation across sectors (e.g., energy, transport, urban, water, climate, and finance); prior evaluation experience in an MDB or international financial institution is a strong plus
- working knowledge of MDB operational policies, financing instruments, and results frameworks across both sovereign and nonsovereign operations (e.g., investment loans, financial intermediaries, funds, PPPs, equity, and guarantees)
- solid analytical and evaluation skills, with the ability to assess institutional, technical, economic, and policy dimensions; synthesize findings into actionable recommendations; and provide independent inputs to strategies and policies
- experience in knowledge management and learning, including capturing and disseminating lessons, tracking recommendations, and developing accessible knowledge products
- comfort using technology in evaluation, including AI, data visualization, and geospatial tools
- outstanding written and oral communication skills in English; knowledge of another AIIB member language and professional experience in Asia are assets
- strong team player with a demonstrated ability to work collaboratively across functions, cultures, and levels of seniority; ability to build trust-based relationships and achieve results through cooperation and accountability
- master’s degree or equivalent in economics, finance, law, public policy, or a related field is preferred
