Job Summary
Establish and manage the bidding and estimating process for water and wastewater construction projects. Responsibilities include reviewing plans and specifications, performing detailed quantity takeoffs for structural concrete, piping, mechanical equipment installation, and site civil work, coordinating with subcontractors and suppliers for pricing, and preparing complete bid packages through final closeout. Proactively research bid opportunities, develop bid scopes, lead internal estimate reviews, solicit and evaluate subcontractor/vendor quotations, manage CSI Divisions 4–10, support change orders and value engineering pricing, maintain historical cost data, and collaborate with engineers, owners, and consultants to ensure accurate estimating deliverables and clear cross-team communication.
Required Qualifications
- Bachelor’s degree in Construction Management, Civil, Mechanical, or Structural Engineering (or equivalent combination of education and experience)
- Minimum of 5 years of experience in heavy civil or industrial construction estimating; experience in water and wastewater projects strongly preferred
- In-depth understanding of civil construction processes, including excavation, concrete, steel erection, and mechanical installations
- Ability to interpret technical drawings, including piping isometrics and P&ID diagrams
- Advanced proficiency with Microsoft Excel and Microsoft Project
- Experience using estimating software such as HeavyBid or ProEst is highly desirable
- Strong mathematical, analytical, and problem-solving abilities
