Job Summary
Lead the preparation of detailed cost estimates and competitive bid submissions for heavy civil and infrastructure projects by reviewing plans, specifications, and contract documents. Perform quantity takeoffs to develop accurate labor, equipment, material, subcontractor, and trucking costs while evaluating project risks and pricing opportunities. Solicit and negotiate subcontractor and supplier pricing, then prepare bid packages, clarifications, and proposal documentation. Support project turnover, budgeting, and cost code development following award, and assist with change order pricing and financial reviews. Recommend process improvements to strengthen estimating best practices across the organization and serve as a collaborative resource for operations, project management, and executive leadership.
Required Qualifications
- 5+ years of estimating experience within heavy civil, highway, site development, or infrastructure construction
- Strong experience estimating excavation, grading, utilities, drainage, paving, or roadway projects
- Ability to independently manage complex estimates from bid review through submission
- Thorough understanding of construction means, methods, and production rates
- Experience using estimating software and digital takeoff platforms
- Strong analytical, organizational, and communication skills
- Leadership mindset with interest in contributing beyond traditional estimating responsibilities
Desired Qualifications
- Maine DOT estimating experience
- Experience bidding municipal infrastructure projects
- Proficiency with Bluebeam, Trimble, or similar construction technology platforms
- Previous mentoring, supervisory, or leadership experience
- Experience participating in strategic planning or operational improvement initiatives
