Job Summary
Develop proposal Basis of Estimates (BOEs) for Operations & Maintenance and Facility Maintenance lines by deriving man hours for supply logistics, facility maintenance, and custodial services. Prepare conceptual to definitive other direct cost requirements, analyze raw workload data including historic hours, service order types, and trade skill mix, and provide calculated productivity factors. Coordinate pricing strategy with project management, manage multiple complex proposals simultaneously, and support Cost Proposal Managers with RFP follow-up activities and documentation. Work independently to meet government contract deadlines while collaborating with operational leaders to translate data analysis into actionable recommendations.
Required Qualifications
- U.S. Citizen
- Strong analytical skills
- demonstrated ability to meet goals and deadlines accurately and on time in a fast-paced environment
- Excellent verbal and written communication skills
- Advanced skills with Microsoft Excel
- Proficiency with Microsoft Office applications and SharePoint
- Ability to maintain confidentiality and proprietary information
- Mature judgment and ability to work independently with little or no supervision
- Bachelor's Degree
- at least 4 years of experience supporting U.S. government contracts in an estimating capacity
- Five or more years of experience in the Federal proposal industry
- Knowledge of facility operations (HVAC systems, Electrical Systems, Boiler Systems)
- Knowledge of maintenance requirements for facility equipment
- Up to 25% travel
Desired Qualifications
- BOS operations experience
- Familiarity with financial and project management principles
- Proficiency working in RS Means or other generally accepted estimating tools
- Provide calculated productivity factors for service type work
