Job Summary
Lead and manage the daily operations of the Estimating Department, supervising a team of Sr. Estimators, Procurement Specialists, and support staff. Develop standardized estimating and proposal processes while assigning, delegating, and monitoring tasks to ensure deadlines are met. Perform final review and approval of complex cost estimates and bid packages, responding to RFPs, interpreting technical drawings, and conducting ship checks to develop pricing strategies. Negotiate contract changes, manage change orders, and collaborate with executive leadership, vendors, and subcontractors. Support business development efforts, identify new opportunities, and plan future staffing needs. Requires 10+ years of ship repair experience, U.S. citizenship, and ability to obtain TWIC and DBIDS credentials. Located in Honolulu, HI, with relocation assistance provided.
Required Qualifications
- U.S. Citizenship (clearance/base access required)
- Valid Hawaii REAL ID-compliant driver's license (Class 3 or higher) or valid U.S. Passport plus Hawaii driver's license
- Ability to obtain and maintain TWIC and DBIDS credentials
- Must pass post-offer drug screening and background check
- Must be willing to relocate
- Bachelor of Science in Engineering or related field (or equivalent experience)
- 10+ years of ship repair or marine industry experience
- Strong knowledge of Navy vessels, NAVSEA standards, ship construction methods, and government contracts
- Advanced estimating strategy and proposal writing experience
- Ability to read and interpret technical drawings and federal contracts
- Experience with work sequencing and scheduling
- Proficient in Microsoft Word, Excel, and Project (or similar scheduling software)

- 5+ years of management experience preferred
