Job Summary
Estimating Manager leading the Estimating Department in a fast-paced shipyard environment. You will supervise Sr. Estimators and procurement staff, develop standardized estimating and proposal processes, review complex cost estimates and bid packages, respond to RFPs, interpret technical drawings, negotiate contract changes, and collaborate with executives, vendors, subcontractors, and consultants. The role supports business development and staffing planning, with a leadership focus on Navy and commercial vessel contracts within a large ship repair organization.
Required Qualifications
- Bachelor of Science in Engineering or related field (or equivalent experience)
- 10+ years of ship repair or marine industry experience
- 5+ years of management experience preferred
- Strong knowledge of Navy vessels, NAVSEA standards, ship construction methods, and government contracts
- Advanced estimating strategy and proposal writing experience
- Ability to read and interpret technical drawings and federal contracts
- Experience with work sequencing and scheduling
- Proficient in Microsoft Word, Excel, and Project (or similar scheduling software)
- Strong leadership, organization, and communication skills
Additional Requirements
- U.S. Citizenship (clearance/base access required)
- Valid Hawaii REAL ID-compliant driver’s license (Class 3 or higher) or valid U.S. Passport plus Hawaii driver’s license
- Ability to obtain and maintain TWIC and DBIDS credentials
- Must pass post-offer drug screening and background check
