Estimating Manager (Civil Construction)

Job Summary
Establish and lead the estimating function for civil/heavy projects, overseeing the team to produce accurate, competitive cost estimates for infrastructure, earthworks, roads, utilities, structures, and related scopes. Drive bid strategy, risk assessment, value engineering, and collaboration with VP Operations, project managers, engineers, procurement, and other stakeholders. Responsible for developing cost breakdowns (labor, equipment, materials, subcontractors, overhead, risk allowances), leading subcontractor/supplier pricing reviews, and supporting go/no-go decisions. Requires strong estimating software proficiency (HeavyBid/B2W or equivalent), advanced Excel and financial analysis, ability to interpret drawings/specifications, and a proven track record in leading large bids and managing estimators. Office-based with periodic site visits and occasional travel; focus on leadership, process improvement, and ensuring bid competitiveness and timely submissions.
Required Qualifications
- Diploma or degree in or related field (or relevant experience)
- 8–12+ years of experience in estimating
- 3+ years in a supervisory or management role
- Strong knowledge of methods, equipment, and productivity rates
- Proven experience managing large and complex bids
- Technical skills in estimating software (e.g., HeavyBid, B2W, or equivalent)
- Advanced Microsoft Excel and financial analysis skills
- Ability to interpret engineering drawings and specifications
- Understanding of scheduling principles and construction phasing
- Proposal writing
- Core competencies in leadership, analytical thinking, strategic decision-making, communication, and attention to detail
- Experience with office-based role with periodic site visits
- Occasional travel for site reviews or client meetings
