Job Summary
FUSE Executive Fellow opportunity in Rogers, AR to design and implement a dedicated stormwater utility over a two-year period. Year One focuses on discovery, utility design, stakeholder alignment, and implementation planning; Year Two emphasizes adoption, scaling organizational capacity, and embedding long-term stormwater management within City operations. Responsibilities include conducting listening tours with diverse stakeholders, reviewing hydraulic/model documents, developing feasibility and governance structures, leading rate studies and financial projections, drafting policy and ordinances, coordinating with GIS/Engineering/Finance, and guiding public engagement to align with community priorities. The fellow will serve as an organizational builder and strategic project lead, coordinating with City leadership to position Rogers for a financially sustainable stormwater utility that enhances flood resilience and watershed stewardship. The program emphasizes data analytics, coalition-building, and cross-government collaboration to deliver an implementable end-state by Fall 2028 with council-ready governance and funding structures.
Required Qualifications
- 15+ years of progressively responsible experience in organizational transformation and change management, from practitioner to enterprise-level leadership
- Synthesizes complex information into clear and concise recommendations and action-oriented implementation plans
- Develops and effectively implements both strategic and operational project management plans
- Generates innovative, data-driven, and result-oriented solutions to complex challenges
- Responds quickly to changing ideas, responsibilities, expectations, trends, strategies, and other processes
- Communicates effectively verbally and in writing and excels in active listening and conversing
- Fosters collaboration across multiple constituencies to support more effective decision-making
- Establishes and maintains strong relationships with diverse stakeholders, both inside and outside of government, particularly community-based relationships
- Embraces differing viewpoints and implements strategies to find common ground. Demonstrates confidence and professional diplomacy while effectively interacting with individuals at all levels of various organizations
