Environmental Services Manager

Job Summary
Plan, organize, and direct the City's Environmental Services Division, overseeing residential and commercial solid waste, recycling, and yard waste collection operations. Manage crew leaders and subordinate personnel while developing collection routes, optimizing fleet utilization, and administering division budgets. Ensure regulatory compliance with OSHA and DOT standards, lead safety initiatives, and handle accident investigations. Coordinate with vendors for equipment procurement, respond to citizen service requests, and develop public outreach programs for waste reduction. Create performance metrics and operational reports to support the Public Works Director.
Required Qualifications
- Bachelor's degree in Public Administration, Business Administration, Environmental Science, Engineering, or related field
- five (5) years of progressively responsible experience in solid waste management, environmental services, public works operations, or related field
- supervisory experience
- equivalent combination of education and experience
- Possession of a valid North Carolina Driver's License
- Thorough knowledge of solid waste collection operations and industry best practices
- Thorough knowledge of recycling, brush, leaf, white goods, and commercial collection programs
- Thorough knowledge of route optimization and collection logistics
- Thorough knowledge of OSHA, DOT, and environmental regulations
- Knowledge of fleet operations as they relate to collection services
- Knowledge of budgeting, purchasing, contract administration, and capital planning
- Knowledge of performance measurement and operational analytics
- Knowledge of public education and outreach techniques
- Ability to supervise and develop supervisory personnel
- Ability to analyze operational data and develop efficiency improvements
- Ability to establish and maintain effective working relationships with employees, citizens, vendors, and regulatory agencies
- Ability to communicate effectively both orally and in writing
