Job Summary
Supervises the Environmental Licensing II and III staff within the Land Use Planning Commission, assisting the Manager and Director in administering the Commission’s permitting, compliance, and enforcement programs. Develops procedural and policy changes to improve implementation of laws and rules, coordinates tasks among internal project review teams, and ensures consistent application of Commission standards across regional offices. Responsible for supervising staff, overseeing permitting activities by regional staff, conducting public meetings and rule-making proceedings, and providing guidance on complex licensing cases. Requires travel and evening meetings, extensive interaction with the public and other State agencies, and the ability to present material at public hearings.
Required Qualifications
- Advanced education, training, and/or experience in environmental science or a related scientific field
- Experience directing, assigning, and appraising work for project teams
- Experience in reviewing and processing permits, applications, licenses, and technical information
- Experience as a team lead with caseload oversight
- Ability to analyze complex submittals and assess compliance with standards
- Experience in explaining rules and resolving enforcement matters with the public
- Experience in creating and implementing ordinances, regulations, and legislation
- Strong written and oral communication skills
- Inter-agency coordination and collaboration
- Leadership in training and resource tool development
