Job Summary
Conduct economic impact, cost-benefit, and cost-effectiveness analyses for NOAA/NMFS protected-species regulatory actions, including critical habitat designations and regulatory impact analyses. Collect, evaluate, and analyze economic and statistical data while applying econometric, quantitative, and qualitative methods to complex issues. Prepare technical economic analyses and regulatory documentation supporting formal rulemaking, coordinating with biologists and stakeholders on data, assumptions, and findings. This remote contract role requires 3+ years of experience in economic assessment and impact analysis, with a preference for expertise in ESA, MMPA, NEPA, or environmental rulemaking.
Required Qualifications
- 3+ years of relevant experience
- Bachelor's or Master's degree
- Strong knowledge of economic assessment and impact analysis
- Experience with econometric, statistical, quantitative, and qualitative economic studies
- Experience analyzing natural-resource or environmental regulatory impacts
- Strong technical writing and analytical skills
- Eligible to work in the U.S. and obtain required credentials
Desired Qualifications
- Experience with critical habitat economics, Regulatory Impact Analysis (RIA), or Regulatory Flexibility Act (RFA)
- Experience supporting ESA, MMPA, NEPA, or environmental rulemaking
- Natural-resource or environmental economics experience
