Job Summary
Coordinate environmental compliance, permitting, and programmatic documentation for NOAA OER expeditions, ensuring adherence to the Marine Mammal Protection Act, NEPA, ESA, and MSA. Provide detailed technical reviews of compliance documents and Categorical Exclusions, assessing clarity, completeness, and regulatory conformity. Serve as the technical editor for Environmental Impact Statements and permitting assessments, conducting interviews with Subject Matter Experts to synthesize best-available science and present materials in plain language. Perform technical revisions of OAR's NEPA policies and procedures based on legal precedence. Draft written determinations on analysis adequacy, resolve internal comments on draft documents, and coordinate project and communications plans for new compliance evaluations.
Required Qualifications
- knowledge or expertise in relevant environmental laws, regulations, policies, and legal precedence
- knowledge of the Marine Mammal Protection Act (MMPA)
- knowledge of the National Environmental Policy Act (NEPA)
- knowledge of the Endangered Species Act (ESA)
- knowledge of the Magnuson-Stevens Fisheries Conservation and Management Act (MSA)
- knowledge of other applicable federal and international environmental laws, regulations, and treaties
- ability to provide detailed technical reviews of environmental compliance documents and Categorical Exclusions (CEs)
- ability to assess documents for clarity, completeness, information and analysis quality, and compliance with statutory and regulatory requirements and internal federal procedures
- ability to coordinate with the COR and/or applicable TPOC to identify and resolve internal comments on draft compliance documents
- ability to serve as the OER technical editor for the development of Environmental Compliance / Environmental Impact Statements (EISs) and permitting Assessments
- ability to conduct interviews with Subject Matter Experts (SME) to present technical materials in plain language and using effective graphics, tables, charts, etc.
- ability to synthesize results of best-available science on the impacts of OER activities
- ability to review and edit materials submitted by SMEs for clarity, punctuation, grammar, content, and conformity to federal procedures
- ability to perform technical revisions and updates of OAR's NEPA and related environmental compliance policies and procedures
- ability to draft written determinations regarding the adequacy of the analysis levels documented in OER project files
- ability to provide technical comments on OER compliance documents
- ability to deliver general programmatic comments for issues identified across multiple documents
- ability to coordinate the development of project and communications plans for new compliance and permit evaluations
- ability to coordinate and maintain consistency between multiple ongoing projects while resolving internal comments and providing document feedback
- ability to provide environmental policy and procedural technical services to OER and OAR
- ability to provide program and planning services for the documentation and implementation of OER NEPA and environmental compliance needs
