Engineering Project Manager

Job Summary
Develop project scopes, schedules, budgets, and cost estimates for capital improvement projects from concept through commissioning. Create and execute project delivery strategies, including risk identification and mitigation, while managing planning, design, permitting, procurement, construction, and closeout activities. Select engineering consultants and contractors through competitive procurement, negotiate contracts and change orders, and review engineering designs and technical documents. Coordinate with internal Engineering and Operations teams, track progress with stakeholder reporting, manage financials and budget controls, and interface with federal, state, and local agencies for permits and approvals. Oversee construction activities, ensure quality and compliance with inspectors, and lead closeout documentation for asset capitalization. Provide technical guidance to Operations staff and deliver projects safely, on schedule, and within approved budgets.
Required Qualifications
- Bachelor's degree in Civil Engineering, Construction Management, or a related technical field
- Professional Engineer (PE) registration in Arizona or ability to obtain within one year
- Minimum of 6 years of experience in civil engineering, project management, or water/wastewater infrastructure projects
- Familiarity with permitting and regulatory processes, including interaction with agencies such as ADEQ
- Strong understanding of current water/wastewater technologies, utility operations, and infrastructure delivery best practices
- Strong project management skills with the ability to manage multiple projects simultaneously
- Excellent verbal and written communication skills, including presentations and technical reporting
- Proven ability to collaborate, influence, and lead cross-functional teams and external partners
- High level of judgment, initiative, and problem-solving capability
- Advanced proficiency in Microsoft Word, Excel, PowerPoint, and related project documentation tools
- At least 18 years old
- Have a high school diploma or equivalent
- Be legally authorized to work in the United States
- Must successfully complete a background check
- Must successfully complete a drug screening
- Must successfully complete a professional reference check
- Must successfully complete previous employer verification
- Must successfully complete education verification

- Experience with water and wastewater treatment plants and conveyance systems
- Must be able to obtain PE registration within one year
