Job Summary

Engineer III in Project Development will coordinate with private engineering consultants, NCDOT Project Managers, Division Management, and regulatory agencies to ensure NEPA/SEPA compliance and successful planning, engineering, and environmental studies for highway projects. The role involves guiding project managers on the development and evaluation of alternatives, performing technical evaluations (e.g., wetland delineations, stream assessments, multi-modal accommodations), reviewing environmental documents for compliance, assisting with the public involvement process and environmental permitting, and frequent coordination with stakeholders. The position requires documenting and advising on scope, purpose and need, location of alternatives, and mitigation options while managing risk to meet policy requirements. The office is in Raleigh or Durham with travel between locations for in-person meetings. Knowledge of NEPA/SEPA, environmental regulations, civil engineering, transportation planning, and strong communication skills are essential; a PE license and the ability to work with MS Word, Excel, MicroStation, and Bluebeam are preferred.

Required Qualifications

  • Bachelor’s degree in engineering from an accredited institution
  • Four (4) years of progressively responsible experience
  • Professional Engineer (PE) license may be required by the North Carolina Board of Examiners for Engineers and Surveyors
