Job Summary
Energy Infrastructure Program Manager leads Independent Engineering advisory services for DOE Energy Dominance Financing (EDF) program governance, delivering bankable, technically defensible advisory outputs by converting engineering, construction, compliance, operating, commercial, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support products. The role coordinates project lifecycle activities across due diligence, construction monitoring, operations monitoring, and reporting, develops program plans and integrated master schedules, and collaborates with engineering, finance, legal, construction, environmental, HSE, and project controls stakeholders to support timely lender and DOE decisions. Requires 15+ years in energy infrastructure, engineering advisory, project finance, program management or independent engineering with 5+ years leading multidisciplinary teams and senior stakeholder engagement for federal, lender, or owner-side programs; Bachelor's degree in a related field with advanced credentials preferred. The role is remote across CONUS with on-site meetings as needed, located near Washington, DC, and nationwide, and involves governance, risk assessment, and credit evaluation activities for high-impact energy projects.
Required Qualifications
- Bachelor's degree in engineering, construction management, finance, business, or related field
- 15+ years of progressive energy infrastructure, engineering advisory, project finance, program management, or independent engineering experience
- 5+ years leading multidisciplinary teams, client delivery, and senior stakeholder engagement for federal, lender, or owner-side programs
- Skills Required: Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services initiatives
- Competencies including technical judgment, independence and objectivity, analytical rigor, attention to detail, defensible documentation, client service orientation, cross-functional collaboration, issue escalation, quality mindset, schedule discipline, and ability to translate technical evidence into actionable risk, compliance, and financing implications
