Job Summary

Advise the City Manager, Director of Human Resources, and other officials on labor and employee relations matters involving the City, serving as the chief spokesperson in negotiating contractual agreements with employees and labor organizations. Investigate disciplinary matters, interpret City policies and union contracts, and handle grievances through various stages of the procedure, including representation in arbitration hearings. Direct and organize the work activities of the Employee Relations Division staff while recommending appropriate labor relations policies and doctrines. Stay abreast of state laws, court decisions, and changing labor relations concepts to prepare recommendations and conduct discussions with employees or labor organizations.

Required Qualifications

  • A Bachelor's Degree in Labor Relations, Human Resources, Business or Public Administration or a closely related field
  • Five (5) or more years of progressively responsible experience representing management's interests, preferably in a Florida governmental environment, in one or more of the following areas: development of negotiating strategies and proposals, preferably as management's chief spokesperson; labor negotiations; contract interpretations and administration; grievance handling and arbitration proceedings
  • Previous supervisory experience

  • Professional in Human Resources (PHR) / Senior Professional in Human Resources (SPHR) / Society for Human Resources Management Certified Professional (SHRM-CP) / Society for Human Resources Management Senior Certified Professional (SHRM-SCP) or other human resources-related professional certifications
