Job Summary

Lead EHSS oversight for AFL Broadband construction, installation, and operational field activities, protecting employees, contractors, customers, and the public while enabling safe project execution. Serve as the primary EHSS liaison between AFL leadership, municipalities, utilities, contractors, and field teams, translating customer requirements into practical execution standards. Exercise stop-work authority when critical controls are absent or imminent risks exist, and coach leaders, supervisors, and technicians on risk-based safety culture. Conduct field inspections, verify controls, support job hazard analyses, and lead investigations into injuries, vehicle incidents, and utility strikes. Manage multi-employer environments, ensure regulatory compliance, and drive continuous improvement through data analysis and corrective actions. Requires 7+ years of EHSS experience, ability to travel 50%, and on-call availability for emergency response.

Required Qualifications

  • Bachelor's degree in Environmental Health & Safety, Construction Management, Engineering, Business, or related field (or equivalent experience)
  • 7+ years of EHSS experience supporting construction, utility, telecommunications, or field-based operations
  • Demonstrated experience managing EHSS programs in multi-employer construction environments
  • Strong working knowledge of OSHA regulations and telecommunications construction safety requirements
  • Experience supporting aerial, underground, utility, or broadband infrastructure work
  • Proven ability to influence without direct authority and build credibility with operational leaders and contractors
  • Ability to travel up to 50% and support off-hours, emergency, or restoration activities as needed

Desired Qualifications

  • Broadband, telecommunications, fiber optic, utility, or infrastructure construction experience
  • Experience supporting large-scale fiber deployment programs
  • OSHA 30-Hour Certification
  • Professional certification such as CSP, CHST, ASP, or equivalent
  • Experience with utility coordination, excavation safety, or directional drilling operations
  • Bilingual (English/Spanish)
