Job Summary

Provide pre-complaint counseling, issue rights notices, and conduct limited inquiries into EEO allegations. Facilitate Alternative Dispute Resolution (ADR) processes and prepare counseling documentation. Develop impartial factual records, conduct witness interviews, and prepare investigative summaries and Reports of Investigation. Review complaints for acceptance or dismissal determinations, draft related letters, and assist with Final Agency Decisions. Assist with MD-715 reporting, barrier analysis, and self-assessments while developing diversity training materials. Draft policy memoranda, guidance documents, and program directives to support EEO program reviews and compliance initiatives.

Required Qualifications

  • Current EEO Counselor and/or EEO Investigator certification(s)
  • Federal-sector EEO experience
  • Working knowledge of 29 C.F.R. Part 1614
  • Working knowledge of EEOC MD-110
  • Working knowledge of EEOC MD-715
  • Experience conducting EEO counseling, investigations, ADR, complaint processing, or affirmative employment programs
  • Excellent legal, analytical, and technical writing skills
  • Strong interviewing, facilitation, and communication abilities
  • Advanced proficiency in Microsoft Office and Adobe Acrobat

Desired Qualifications

  • Certified Mediator
  • ADR and facilitation experience
  • FAD drafting experience
  • MD-715 reporting and barrier analysis experience
  • Experience developing and delivering EEO, diversity, or civil rights training
  • Experience supporting DoD or other federal agencies
