Job Summary
Develop and customize database solutions for collecting, accessing, and reporting performance data across NOAA's education programs. Provide expert guidance on performance-based management practices and create materials for conducting education operations using electronic media and distant learning technologies. Represent NOAA and the Department of Commerce in inter-agency STEM efforts focused on evaluating and assessing education program outcomes. This contingent position requires a PhD in Education Evaluation or a related degree with 8-10 years of experience in large-scale evaluation systems, logic model development, and portfolio analysis of diverse science education offerings.
Required Qualifications
- PhD in Education Evaluation or a related degree (a non-related degree with substantial work experience in Education Evaluation may substitute)
- 8-10 years of experience in conducting evaluations of education programs
- experience in planning and implementing evaluation systems for large organizations or agencies
- experience with the development of logic models for education programming
- Experience with portfolio analysis of diverse education program offerings including grants, educator professional development and training, and educational outreach programs
- implementing best practices in evaluation of formal and informal science education
- design and implementation of various evaluation methodologies and survey techniques in formal and informal science education settings
- Strong knowledge of quantitative and qualitative evaluation methods and analysis techniques
- Applicants selected will be subject to a government background investigation
