Job Summary
Oversee the Social Work Legal Unit and supervise four attorneys, a program manager, and ten staff members providing legal support for child and adult protective services. Manage personnel, implement workflow changes, and consult with leadership on legal matters arising in programmatic work. Prepare cases for trial through research, witness interviews, and expert consultation, while drafting court orders, petitions, motions, and appeals. Ensure compliance with state, federal, and local statutes and develop division-wide training plans related to legal practice models. Contribute to building a trauma-responsive culture emphasizing diversity, equity, and inclusion throughout the legal team's services.
Required Qualifications
- Juris Doctor Degree
- four (4) years of experience in the general practice of law
- equivalent combination of education and experience
- License to practice law in the State of North Carolina
- Experience in the general practice of law with trial experience
- experience in family and juvenile law
- reside or relocate within a 2-hour drive of downtown Asheville
- Knowledge of state and federal law and regulations pertaining to Social Services
- Knowledge of the principals and procedures of civil law, especially as related to child protective services and adult protective services
- Knowledge of Inclusion Diversity, Access and Equity principles and Essential Elements of Trauma Informed Systems
- Knowledge of the functions and powers of the Health and Human Services Board
- Knowledge of legal research and investigation methodology, judicial procedures, and rules of evidence
- Knowledge of County government structures and operations
- Skill in preparing and presenting court cases
- Ability to interpret and apply laws and court decisions
- Ability to effectively use legal source materials and technical research
- Ability to communicate effectively with citizens, employees, and County officials both orally and in writing
- Ability to prepare correspondence, reports, legal briefs, petitions, motions, and other documents
- Ability to speak in front of groups of people with poise, voice control and confidence
- Ability to record and deliver information
- Ability to explain procedures
- Ability to follow oral and written instructions
- Ability to deal with people beyond giving and receiving instructions
Desired Qualifications
- Experience in the general practice of law with trial experience; preferably with experience in family and juvenile law
