Job Summary
Conduct disaster risk management and food assistance operations by developing contingency plans, monitoring resource deployment, and ensuring adherence to humanitarian standards. Gather and analyze early warning data to adjust interventions, investigate cash delivery agents, and manage vendor prepositioning for timely supplies. Build the National Disaster Management Team through training, capacity assessments, and security course completion while overseeing project budgets and monitoring indicators. Prepare comprehensive operating plans, sector reports, and monthly reflections for donors and stakeholders, coordinating with government, NGOs, and UN agencies to advance learning goals. Maintain all documentation for cash transfer activities and manage ad-hoc issues during emergency operations.
Required Qualifications
- Minimum 7 years of professional experience in humanitarian assistance programs/projects in emergency situations, refugee resettlement, returnee reintegration, cash transfers, livelihoods, and empowerment of vulnerable groups
- Practical experience in coordinating/managing refugee camps
- Proven experience in managing projects funded by multilateral donors, including UNHCR, WFP, UNICEF, ECHO, the Start Fund, or other similar humanitarian donors
- Ability to mobilize and manage multidisciplinary teams
- Excellent analytical and organizational skills
- Ability to work under pressure and a strong collaborative approach
- Must be a committed Christian, able to stand above denominational diversities
- Good theoretical and working knowledge of Cash-Based Programming
- Good working knowledge of WFP, USAID, EU, CIDA and other food resource donor guidelines
- Extensive understanding of Social Safety Nets, Livelihoods and associated methodologies (e.g. Logical framework approach, results-based management, most significant change etc...)
- An understanding of labor-based interventions (FFA/FFW)
- Understanding of basic economics i.e. elasticity of demand and supply and substitution effects
- Ability to articulate the disincentive hypothesis as it relates to food aid and the possible interactions between food and markets (labor and commodity)
- A clear appreciation of coping mechanism and strategies
- Analytical and systematic in approach, yet able to think and act strategically
- Experience in Project Management
- Proven skills in process and group facilitation, training and capacity building
- Ability to train and mentor
- Proven Ability to influence, network and collaborate with national level government, NGO and UN Agency child protection peers
- Excellent interpersonal and communication skills
- French, English and Swahili
- Committed to WV values and able to demonstrate them
- Self motivated and able to work under pressure
- Strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, innovative, and proactive personality
