Job Summary
Direct all College procurement of services and materials for Board approval, including recommending purchase orders, contracts, and legal documents based on commodity knowledge and price trends. Review and approve vendor contracts, oversee the P-Card program, and coordinate bid evaluations while issuing purchase orders and administering agreements through completion. Supervise a staff of 15 or more, consult with department heads on capital equipment needs, and represent the College in legal bid protests. Exercise independent judgment to ensure compliance with State of Florida and College requirements while determining equipment specifications.
Required Qualifications
- Bachelor's degree in Business Administration or Accounting or related field
- Ten (10) years related experience
- Two (2) years of purchasing management experience in a large organization
- All degrees must be from a regionally accredited institution
- Knowledge and understanding of College organization, goals and objectives, and policies and procedures
- Knowledge of budget preparation and computer applications
- Excellent organizational and communication skills (both oral and written)
- Ability to define problems, collect data, establish facts, and draw valid conclusions
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
- Ability to effectively present information to top management, public groups and/or boards of directors
- Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments
- Ability to work in a multi-ethnic and multi-cultural environment with students, faculty, and staff
