Director, Proposal Management & Compliance

Job Summary

Oversee independent compliance for all strategic pursuits exceeding $50M, managing bid decisions through final submission. Establish and enforce enterprise-wide compliance matrices, requirements traceability, and color team methodologies across Pink, Red, and Gold reviews. Conduct final package reconciliation and certification to ensure submission readiness, while performing root-cause reviews on material incidents and near misses. Build an executive dashboard to track function performance and close systemic control gaps across Capture, BD, Contracts, Pricing, and Legal. Deliver concise, defensible written calls on tight deadlines to prevent disqualifications without acting as an open-ended gatekeeper.

Required Qualifications

  • Ten or more years of federal proposal experience
  • Five or more years leading or governing large, complex pursuits
  • Demonstrated ownership of compliance for pursuits valued at $100M or greater
  • Experience with multi-volume submissions
  • Working command of FAR and DFARS as applied to solicitation compliance
  • Genuine fluency in Sections L and M
  • Experience with compliance matrix construction
  • Experience with requirements traceability
  • Hands-on experience building or administering compliance matrices
  • Hands-on experience with final submission reconciliation
  • Proven facilitation of formal color team reviews
  • Defined entrance and exit criteria for reviews
  • Direct experience with federal submission portals and mechanisms
  • Experience with SAM.gov
  • Experience with eBuy
  • Experience with PIEE
  • Experience with GSA ASSIST
  • Experience with agency-specific systems
  • The judgment to hold an independent compliance position under schedule pressure
  • The skill to escalate constructively when under schedule pressure
  • Excellent written communication
  • Ability to issue concise, defensible written calls on a deadline
  • Bachelor's degree
  • Equivalent combination of education and directly relevant experience

Desired Qualifications

  • APMP certification at Practitioner or Professional level
  • Shipley or comparable capture and proposal methodology training
  • Experience standing up a governance or compliance function from a standing start
  • Background in a private-equity-backed or multi-entity environment
  • Experience with active acquisition integration
  • Familiarity with IDIQ
  • Familiarity with GWAC
  • Familiarity with multiple-award vehicle task order compliance
  • Working knowledge of CUI handling requirements
  • Working knowledge of NIST SP 800-171 as applied to proposal material
  • An active security clearance
  • A recent security clearance
