Job Summary
Operationalize strategic culture shifts within the Division of Mental Hygiene by partnering with leadership to embed anti-racist, trauma-informed values into workplace policies. Establish equitable hiring practices and diverse candidate pipelines while developing processes for onboarding, performance management, and separations. Conduct regular workforce assessments to track progress toward strategic equity goals and identify gaps in engagement and turnover. Coordinate professional development, training, and mentorship programs to support supervisors in building healthier teams through burnout prevention and conflict navigation. Plan employee recognition events, retreats, and culture-building activities while representing the Division at City-wide forums on workforce development and diversity. Support staff through organizational changes, restructuring, and public health emergencies to maintain morale.
Required Qualifications
- A baccalaureate degree from an accredited college
- Five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program
- At least 18 months of which must have been in a managerial capacity
- Managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work
- Education and/or experience equivalent to the requirements in item 1
Desired Qualifications
- Familiarity with workforce challenges specific to behavioral health settings, including burnout, secondary traumatic stress, and retention in high demand public sector environments
- Excellent interpersonal, communication, and facilitation skills, with the ability to build trust across all levels of an organization
- Deep knowledge of federal, state, and local employment laws, civil service regulations, and HR compliance requirements
- Experience working with labor unions and navigating collective bargaining agreements in a public sector or health care environment
- Strong experience with performance management, employee relations, conflict resolution, and workplace investigations
- Extensive experience with operationalizing, implementing and evaluative strategic initiatives
