Job Summary
Director of Revenue Cycle Management (RCM) oversees county behavioral health billing and revenue cycle operations to ensure compliance with Medi-Cal, DHCS, County, State, Federal, and HIPAA Rules and Regulations. This role manages billing staff, ensures accurate and timely claims submission, oversees denial and appeal processes, and collaborates with the VP of Compliance and Billing and Senior Leadership to support accurate revenue reporting and regulatory compliance. Location is San Dimas, CA with primary responsibilities at county/agency billing operations; compensation range is $80,000–$90,000 annually, plus comprehensive benefits. The position requires a Bachelor’s degree (preferred) and 5+ years of supervisory experience, with deep knowledge of Medi-Cal, county billing, EDI/EFT, EHR systems (including Welligent IBHIS), and HIPAA compliance. Responsibilities include reviewing program documentation for compliance, correcting billing violations, monitoring and rebilling denied claims, maintaining billing records, performing monthly reconciliations, training billing staff, and coordinating with county/state partners to ensure high-quality care and billing accuracy.
Required Qualifications
- Bachelor’s degree preferred in Healthcare Administration, Business Administration, Finance, or related field
- 5+ years supervisory or management experience
- Strong knowledge of Medi-Cal Eligibility and Claims Processing
- Experience with County Billing Operations, including denials, violations, and appeals
- Knowledge of DHCS State Procedure Codes, Modifiers and Staff Taxonomy Codes
- Working knowledge of HIPAA Rules and Regulations related to billing, privacy, and data security
- Experience with EDI transactions and claim batching
- Advanced proficiency in Microsoft Excel; working knowledge of Microsoft Access or similar database tools
- Experience with County EHR systems, including IBHIS; preferred knowledge of Welligent EHR
- Strong analytical, tracking, and reporting skills
- Excellent written and verbal communication skills
- Ability to manage complex billing, compliance, and regulatory requirements
- Ability to represent the agency professionally with internal and external county and state partners
