Job Summary

Provide operational leadership for NeuSpark PDS's OPWDD residential programs, including IRAs and ICFs, and collaborate with HR, Finance, Quality Improvement, Clinical Supports, Nursing, and Property Management to ensure exceptional person-centered services. Develop, implement, and continuously improve departmental policies while establishing performance expectations and accountability measures for residential leadership. Ensure regulatory compliance with OPWDD, Medicaid, CMS, Justice Center, OSHA, and federal, state, and local requirements by monitoring program performance through data collection and implementing corrective action plans. Manage day-to-day operations including staffing, scheduling, and crisis management, while serving as the agency representative with external stakeholders. Recruit, mentor, and evaluate leadership staff, partner with Human Resources on recruitment and retention, and develop and manage residential operating budgets in collaboration with the COO and Finance Department. Work Monday through Friday, 9 AM to 5 PM, with 40 hours per week and 24-hour access required.

Required Qualifications

  • Advanced degree in related field or an equivalent combination of training and professional experience
  • A minimum of ten years of professional senior management experience in the health and human services field
  • Five years of professional experience working directly with people with developmental disabilities, mental health and/or other intellectual disabilities
  • Demonstrated leadership in strategic planning, residential operations, regulatory compliance, quality improvement, organizational development, and person-centered service delivery
  • Familiarity with OPWDD, DOH, CMS, and other government entities required to sufficiently operate the respective division
  • Excellent relationship management skills, with the ability to collaborate effectively with diverse stakeholders
  • Excellent organizational, communication, and leadership skills
  • Proficiency in Microsoft Office Suite and electronic health record systems
  • Valid NYS Driver's License
  • Must be flexible as necessary with work schedule
  • 24-hour access required
  • Monday - Friday, 9 AM - 5 PM
  • 40 hours per week
