Job Summary
Oversee multiple housing communities by inspecting properties for safety and repair, monitoring work orders for quality, and ensuring aesthetic compliance with management standards. Manage fiscal status through direct budget preparation, continuous expenditure monitoring, and annual rent studies to maintain market competitiveness. Lead site personnel in performance evaluations, training, and contract adherence while processing lease terminations and grievance hearings. Implement crime detection initiatives by reviewing police reports and tracking criminal activity trends. Coordinate emergency response schedules and prepare monthly occupancy and fiscal performance reports for the Executive Director and HUD.
Required Qualifications
- Bachelor's Degree in Public Administration, Business Administration/Management, Social Sciences, or other closely related discipline
- Ten (10) years of progressively responsible experience in affordable housing
- Two (2) years at the supervisory or managerial level
- Knowledge of HAS' policies and procedures, and Department of Housing and Urban Development (HUD) rules and regulations, that applies to property management
- Knowledge of agencies that provide assistance and services to residents, including some knowledge of eligibility requirements
- Ability to maintain required records such as tenant files, vacancy reports, etc.
- A minimum of five years of management experience in public housing, HCV program, tax credit housing, assisted apartment management, and/or local government housing work
- Knowledge of HUD policies and other Federal, state and local laws, rules and regulations related to low-income housing and HAS policies
- Knowledge of good public policy practices and procedures, business English and basic mathematics
- Comprehensive and demonstrable knowledge of HUD UPCS, NSPIRE, and REAC inspection procedures and requirements
- Excellent communication and interpersonal skills
- Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with residents, landlords and the public
- Ability to train, develop, and supervise others effectively and collaboratively, reinforcing good performance and dealing firmly but fairly with less than satisfactory performance
- Ability to meet both internal and Public Housing Assessment System (PHAS) program deadlines
- Ability to plan and prioritize work of self and staff
- Bondability
- Valid driver's license, or must acquire one within 30 days of employment
- Eligibility to be covered under the Authority's fleet auto insurance
- All positions require pre-employment and post-employment random drug testing
Desired Qualifications
- Master's degree is preferred
- Certified Property Manager (CPM) designation preferred
