Job Summary

The Director of Procurement and Contract Management leads the Massachusetts Convention Center Authority (MCCA) procurement and contracting functions, serving as second-in-command for procurement operations. Responsible for developing and implementing strategic procurement, overseeing end-to-end contract lifecycle (solicitation, evaluation, award, negotiation, execution, performance monitoring), ensuring competitive and compliant processes, and promoting supplier diversity. The role supervises procurement staff, partners with Finance and Legal, and drives value, efficiency, and transparency across procurement activities, including design and construction procurement, policy development, and compliance with public procurement laws. Requires demonstrated leadership, program development, and collaboration across departments, with a focus on best-value procurement, records management, and continuous improvement.

Required Qualifications

  • High school diploma or GED
  • 7+ years of progressively responsible experience in procurement and contract management, including purchasing, vendor relations, and/or design and construction procurement
  • Comprehensive knowledge of the procurement lifecycle, including competitive bidding, vendor solicitation, and preparation of RFQs, RFPs, and purchase orders
  • Proven track record of leading and managing a procurement team, including supervision, coaching, workload management, performance oversight, and ensuring adherence to policies and timelines
  • Familiarity with Massachusetts public procurement requirements, including M.G.L. Chapter 30B, and best value procurement principles and related laws
  • Proficiency in Microsoft Office (Word, Excel, Outlook, Teams, SharePoint) and ERP systems for purchasing and order processing (Microsoft Dynamics 365 Business Central preferred)
  • Strong leadership, analytical, and change-management skills

Desired Qualifications

  • Bachelor's degree in Business, Public Administration, Supply Chain Management, or a related field
  • Experience in public sector procurement and contract management
  • Proficiency with ERP systems (Microsoft Dynamics 365 Business Central, SAP, Oracle, Coupa, or Workday)
  • Knowledge of supplier diversity tracking or reporting frameworks
  • Strong interpersonal and cross-department collaboration skills
