Job Summary
Director of Planning, Development, and Construction leads the Department of Planning for Frederick County Public Schools, directing data collection and pupil membership projections, steering the Five-Year Capital Improvements Program, reviewing rezoning impact on school sites, coordinating with developers and local governments, and developing legislative positions and communications with the School Board and state bodies. Responsible for supervising planning staff, coordinating the School Census, budgeting processes, and preparing reports for the Superintendent and Board. Key duties include analyzing enrollment trends and demographic data, managing attendance boundary reviews, and ensuring effective collaboration with administrators, teachers, parents, and the community to support long-range planning and public education goals. The role requires advanced knowledge of budgeting, statutory/regulatory frameworks, and strong leadership and organizational skills.
Required Qualifications
- Bachelor’s Degree in a related field
- Seven years of experience in system planning; experience in school system setting preferred
- Understanding of legislative processes and ability to work successfully within legislative, political arena
- Ability to supervise administrative and classified staff and collaborate with community, administrators, parents, and teachers
- Demonstrated experience in developing and tracking budgets
- Knowledge of state and federal statutes, regulations, and rules
- Ability to keep and maintain accurate records and meet deadlines
- Strong organizational and interpersonal skills
- Ability to communicate with individuals of varied cultural and educational backgrounds
- Demonstrate leadership qualities and personal characteristics necessary for working effectively with administrators and teachers
