Job Summary

Develop and own SOLV Energy's enterprise permitting strategy, standards, and processes across all project types and geographies. Build, lead, and develop a team of Regional Permitting Managers who handle day-to-day permitting execution, while defining regional coverage models and workload allocation. Serve as the senior point of escalation for complex, high-stakes permitting matters, cultivating executive-level relationships with key AHJs, regulatory bodies, and community stakeholders. Provide senior-level permitting consultation to clients during business development and preconstruction phases, including due diligence, risk assessment, and entitlement consulting. Partner with Engineering, Legal, and Finance to embed permitting requirements into project plans and ensure cost tracking and budgeting. Own and track key permitting KPIs, providing executive-level reporting and trend analysis to drive continuous improvement.

Required Qualifications

  • 15+ years of experience in the renewable energy or EPC construction industry, with significant focus on utility-scale project permitting
  • 7+ years of progressive leadership experience managing permitting teams and programs at scale
  • Demonstrated success building and leading regional or national permitting functions
  • Deep knowledge of federal, state, and local AHJ requirements across multiple U.S. geographies
  • Proven track record managing executive-level relationships with regulatory agencies, government officials, and clients
  • Experience developing permitting strategy during project pursuit and preconstruction phases
  • Strong executive presence with the ability to represent SOLV Energy at the highest levels of client, government, and industry engagement
  • Bachelor's degree in Engineering, Environmental Studies, Construction Management, Planning, or related field
  • Ability to travel up to 40% of the time
  • Regional travel as required for escalated matters and strategic relationship management
