Director of Legal Affairs -Parks & Recreation

Job Summary
Conduct legal leadership for Philadelphia Parks & Recreation, negotiating complex lease and license agreements with lessees and licensees while drafting terms of agreement and supporting documentation. Provide guidance to staff on interpreting lease, license, and concession agreements, and resolve violations of terms or land encroachment in partnership with the Law Department. Manage departmental lawsuits, track subpoenas with Human Resources, and serve as the Right to Know/Open Records officer. Liaise with City and State representatives to introduce, track, and advocate for legislation impacting the department, analyzing proposed council and state bills to coordinate testimony. Structure and negotiate legislation for introduction to the City Council and State legislature, working closely with the Law Department, Procurement, and senior management to ensure compliance with relevant laws and policies.
Required Qualifications
- Completion of a bachelor's degree with major course work in finance, business, or business law
- Minimum of four years of experience in Law, business/nonprofit management, or financial management
- Strong communication and business writing skills
- Strong interpersonal and relationship-building skills
- Self-motivated, able to handle simultaneous priority projects and meet established deadlines
- Highly organized, detailed and capable of tracking projects in a systematic manner
- Strong conflict resolution skills
- Knowledge of common legal concepts, terms and practices related to the creation and management of leases and licenses and other forms of contract
- Strong negotiating skills
- Strong working knowledge of City and/or State government
- Experience working with nonprofit organizations
- Ability to handle matters with discretion, confidentiality, and empathy
- Must be a city of Philadelphia resident within six months of hire
