Job Summary
Direct government relations activities to promote and influence legislation, rules, regulations, and actions affecting rural electrification at state and national levels. Establish and maintain professional relationships with the Kansas U.S. Congressional delegation, the Kansas Legislature, and key stakeholders. Represent Kansas electric cooperatives before governmental bodies, committees, and officials while overseeing the grassroots advocacy program and serving as executive director for KEC's PACs. Lead the Legislative & Regulatory and Policies & Bylaws Committees, analyze legislative proposals, and coordinate testimony and speeches on pending issues. Manage political contribution processes, oversee advocacy events, and prepare informational materials for distribution. Assist in developing the GR budget and annual work plan.
Required Qualifications
- At least five years' experience related to industry advocacy, lobbying, the Kansas Legislature, and/or work with government agencies or campaigns
- Excellent written and oral communication skills
- Strong interpersonal and collaboration skills
- Good command of English grammar and usage
- Ability to compose correspondence and develop reports/presentations
- Ability to type with speed and accuracy
- Proficiency in the use of Microsoft Word, Excel, PowerPoint, and Outlook
- Workable knowledge of data entry in computers for establishing and maintaining computer databases
- Ability to meet people easily, communicate effectively (both written and verbal) and win employees' and members' confidence
- Ability to work well with diversified groups as well as individuals
- Ability to work under pressure
- Receptiveness to changes deemed necessary and suggestions from peers
- Highest degree of integrity, pleasant disposition and tact
- Ability to handle a multitude of projects simultaneously with the ability to make decisions in the best interest of the Cooperative regardless of the circumstances
- Ability to work independently, exercise judgment and act in accordance with KEC policies
Desired Qualifications
- Juris Doctor from an accredited law school, currently admitted in good standing with the Bar of the State of Kansas
- Experience working with the public and with a Board of Directors
- Knowledge of rural electrification and cooperative program
