Job Summary
Develop and oversee internal controls while preparing GAAP-compliant accounting entries and reconciling general ledger accounts for all subsidiaries. Coordinate external and internal audits, prepare state and federal tax reports, and generate financial and statistical reports for the Board, HUD, and CEO. Recommend improved business models, prioritize capital investments, and manage financial risk in alignment with housing authority goals. Serve as acting CFO when necessary and collaborate with staff, residents, and government entities. Requires a CPA, four-year degree in accounting or finance, and experience with HUD regulations.
Required Qualifications
- Graduation from a four-year college or university with major coursework in accounting, finance, economics, or business administration
- Must hold a current valid driver license, (must be Texas within 90 days of hire), and maintain a satisfactory driver's record
- Ability to work hours other than 8a-5p as required to meet Housing Authority goals and objectives
- Certified Public Accountant
- Knowledge of generally accepted accounting principles (GAAP), grant accounting, cost accounting, and of the utilization of automated systems related to financial operations
- Knowledge of applicable federal, state, and local laws, regulations, guidelines, and requirements pertaining to accounting, record keeping, reporting, and taxation, and HUD regulations
- Ability to utilize various computer software including Windows, CCS, Excel, Word, Power Point, and to use related office equipment
- Knowledge of financial analysis, reporting procedures and requirements
- Ability to make effective decisions and analyze information
- Effective communication skills both oral and written, ability to read and understand complex oral and written instructions and computer reports
- Ability to maintain positive working relationships and demonstrate good judgment and integrity with staff, residents, and the public
- Ability to deal effectively with diverse groups and individuals
- Ability to plan and organize workload; to prioritize, coordinates and implements a variety of tasks and assignments
- HUD/Yardi/Government entities experience
