Job Summary
Direct and manage the Engineering Services Department, overseeing planning, zoning, building inspections, code enforcement, and development review to ensure compliance with ordinances and effective customer service. Serve as the City's primary advisor on land use matters for elected officials, boards, developers, and the public while preparing reports, budgets, and policy recommendations for the City Council and commissions. Supervise staff, administer grant programs, coordinate with external agencies, and respond to citizen inquiries, complaints, and appeals. Perform emergency operations as required during critical situations.
Required Qualifications
- Bachelor's degree in public administration, planning, engineering, or a related field
- Ten or more years of progressively responsible experience in development services, planning and zoning, building inspection, code administration, or a closely related municipal field
- Valid Texas driver's license
- Thorough knowledge of municipal development services operations, including engineering, planning, zoning, building codes, subdivision regulations, and code enforcement
- Knowledge of public administration, budgeting, personnel management, and intergovernmental coordination
- Ability to interpret and apply ordinances, policies, plans, and technical regulations
- Ability to manage multiple programs, priorities, and deadlines in a public-sector environment
- Ability to communicate effectively, both orally and in writing, with elected officials, staff, consultants, developers, and the public
- Ability to prepare reports, presentations, budgets, correspondence, and policy recommendations
- Ability to resolve complex or sensitive issues with sound judgment and professionalism
