Job Summary

Lead all construction, capital development, and facilities initiatives for third-party customers and internal Osni Ponca projects while building a sustainable, revenue-generating division. Oversee project planning, execution, and strategic partnerships to pursue tribal, commercial, federal, and contracting opportunities supporting long-term economic growth. Manage contractor procurement, vendor selection, and performance; develop capital budgets and financial reporting; and establish project management standards to ensure scope, schedule, budget, and quality objectives are met. Identify and mitigate operational, financial, legal, safety, and schedule risks while ensuring compliance with tribal, state, federal, and OSHA requirements. Provide executive-level reporting to the CEO and Board of Directors.

Required Qualifications

  • Bachelor's degree in construction management, engineering, architecture, project management, business, or a related field
  • Minimum ten (10) years of progressive construction leadership experience
  • Demonstrated success managing commercial, retail, infrastructure, public/institutional, industrial, or other capital development projects
  • Strong financial acumen including budgeting, forecasting, cost controls, and return-on-investment analysis
  • Experience negotiating and managing contractors, architects, engineers, and consultants
  • Demonstrated ability to identify and advance construction opportunities through professional relationships, industry networks, and strategic partnerships
  • Strong communication and presentation skills with executive leadership and governing boards
  • Valid driver's license
  • Ability to travel up to 75%
  • Must satisfy and comply with all applicable legal requirements

Desired Qualifications

  • Fifteen or more years of senior construction leadership experience
  • Experience working with Tribal governments or Tribal enterprises
  • Experience supporting federal contracting or strategic partnership initiatives
  • PMP, CCM, OSHA 30, or similar professional certifications
  • Proven track record of business development and revenue generation
  • Preference will be given to qualified Ponca Tribe of Nebraska citizens and citizens of other federally recognized tribes
