Job Summary
Lead strategic, operational, and visionary oversight for all housing, community development, and infrastructure planning initiatives within the Grand Traverse Band's Infrastructure Division. Administer federally funded programs like NAHASDA and IHBG in strict compliance with HUD regulations and tribal policy. Develop comprehensive housing plans, oversee construction and capital improvement projects, and manage rental assistance, homeownership, and mortgage support programs. Coordinate land use planning with the Tribal Planning Commission and Public Works, negotiate contracts with developers and contractors, and lead environmental reviews. Supervise department staff, prepare financial reports for the Tribal Council, and conduct housing needs assessments to advance safe, affordable, and sustainable living opportunities for tribal members.
Required Qualifications
- Bachelor's degree in Urban Planning, Community Development, Public Administration, Real Estate Development, or a related field
- Minimum of seven (7) to ten (10) years of progressive experience in housing, community development, or real estate development
- At least five (5) years in a management or leadership role
- Comprehensive knowledge of federal housing programs and regulations, including NAHASDA, IHBG, HUD requirements, and tribal housing policies
- Demonstrated experience managing complex development projects, construction initiatives, and multi-million-dollar budgets
- Strong leadership, strategic planning, and intergovernmental coordination skills
- Knowledge of tribal sovereignty, federal Indian housing policy, and government-to-government relations
- Valid driver's license
- Acceptable driving record
- Ability to pass a criminal history background investigation
- No felonies or serious misdemeanors
- Ability to pass a drug and alcohol urinalysis
- Ability to lift and carry up to thirty (30) pounds
- Ability to access construction sites, including walking on uneven terrain, climbing stairs, and navigating unfinished structures
- Ability to stand, walk, and sit for extended periods as required by work assignments
