Job Summary
Director of NEMT responsible for leading the centralized transportation infrastructure for Washington State Care communities (Auburn, Seattle, Tumwater, Spokane). Oversees collaboration with Dispatch and Fleet operations, vehicle acquisition and returns, invoicing local brokers, strategic planning to scale operations, data analytics, and routing software. Defines responsibility matrices between Indigenous Pact and clinic teams for safety, compliance, maintenance, insurance, and ADA requirements. Builds and manages fleet acquisition and leasing strategies across Eastern and Western Washington. Ensures compliance with applicable local, state, and federal NEMT regulations. Evaluates, implements, and manages transportation software platforms; trains staff and leads upgrades. Directly supervises 2–3 dispatchers; develops training frameworks. Establishes KPIs and resource planning models to guide staffing and fleet decisions. Manages day-to-day program expenditures and identifies cost efficiencies within VP-set budgets.
Required Qualifications
- 7–10+ years in transportation operations, fleet management, or NEMT program leadership
- Experience managing multi-site transportation programs
- Strong knowledge of transportation regulatory compliance (local, state, federal)
- Experience developing fleet acquisition strategies, training programs, and operational policies
- Strong communication, problem-solving, and people leadership skills
- Washington State residency or willingness to relocate
- Preferred Qualifications: Bachelor's degree in Transportation, Business, Healthcare Administration, or related field (equivalent experience considered)
- Experience with NEMT or healthcare transportation programs
- Familiarity with NEMT routing/dispatch/fleet software (e.g., RouteGenie, MTM, Veyo) and ability to evaluate and onboard new platforms
- Experience working with Tribal nations or community-based healthcare organizations
- Familiarity with OTP, MOUD, or behavioral health environments
- CTTS or similar credential a plus
